The producers frame the film as an urgent, historically significant work that honors the direct cinema tradition while spotlighting a defining civil rights issue of our time.
Insiders note the jarring contrast captured on camera: masked ICE agents casually discussing Black Friday shopping deals and taser models just moments before forcibly detaining migrants in the same hallway.
Filmed Nov 2025-Jan 2026 at Federal Plaza. Won Best Doc Short at Palm Springs Int'l ShortFest 2026. Screens at Hamptons Int'l Film Fest Oct 18, Woodstock Oct 18, AFI Fest Oct 24, St. Louis Int'l Film Fest, and DC/DOX.
With Oscar-qualifying credentials and heavyweight EPs, 'Water Cooler' is positioning itself as the definitive short documentary on the current ICE climate.
In a move that signals serious award season intent, Academy Award nominees Geeta Gandbhir, Sam Pollard, and Alisa Payne have come on board as executive producers for the Oscar-contending short documentary *Water Cooler*. The film, directed by Emma V.F., offers an unflinching look at the operations of Immigration and Customs Enforcement (ICE) within the corridors of Federal Plaza in New York City. By attaching their names to the project, these industry veterans are lending their considerable clout to a film that has already secured a Best Documentary Short win at the Palm Springs International ShortFest 2026, a victory that officially qualifies it for Oscar consideration. The documentary’s approach is observational and stark, capturing the surreal juxtaposition of federal agents’ daily lives against the high-stakes realities of immigration enforcement. V.F. filmed openly from November 2025 through January 2026, documenting scenes where masked ICE agents engaged in mundane “water cooler” talk—discussing Black Friday shopping deals or the latest taser models—only to immediately pivot to forcibly detaining migrants who had arrived for required court hearings. The footage highlights agents seizing individuals who were following proper legal procedures to seek status in the U.S., often before they could even enter the courtroom. Sam Pollard, known for *MLK/FBI*, emphasized the political urgency of the project. “America is at a tipping point with ICE and their outrageous incursions into our cities, which is why films like this are so important,” Pollard stated, framing the documentary as a critical historical record. Geeta Gandbhir, whose company Message Pictures co-produced the film with Spoonbill Stories, praised V.F.’s technique, noting that the film “honors the direct cinema style pioneered by Bob Drew and D.A. Pennebaker” while immersing viewers in a world that “is crucial to see for yourself.” The production team behind *Water Cooler* is stacked with talent. In addition to Gandbhir, Pollard, and Payne, executive producer Blair Foster (*Marty, Life is Short*) is involved, with original score composed by Robert Aiki Aubrey Lowe. Emma V.F., who also directed the 2023 feature *Queen of New York*, described her motivation as personal: “As the granddaughter of Italian immigrants and Jewish New Yorkers who would be outraged to see masked federal agents disappearing law-abiding people down stairwells in their city, I knew this was a film I needed to make.” The film is currently touring festivals, with upcoming screenings scheduled at the Hamptons International Film Festival and Woodstock Film Festival on October 18, followed by AFI Fest in Los Angeles on October 24. The documentary has also screened at DC/DOX in Washington, D.C., and is programmed for the St. Louis International Film Festival next month.
